Hanover County Committee
Of the Republican Party of Virginia

As Chairman of the Hanover County Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Russell A. Wright, II do hereby issue this call for a Mass Meeting to be held at the Hanover County Administration Building Board Room, 7516 County Complex Road, Hanover, VA at 7:00 PM local time on Tuesday, March 6, 2018 for the following purposes:
  1. Electing a Chairman for the Hanover Republican Committee
  2. Electing the members of the Hanover Unit Committee as follows: 101-Ashland, 17; 104-Sliding Hill, 25; 105- Berkley, 13; 106-Kersey Creek, 17; 107-Chickahominy, 22; 201-Beaverdam, 41; 202-Blunts, 19; 203-Wilmington Parish, 32; 206-Courthouse, 19; 208-Oak Knoll, 26; 209-West Hanover 7; 210 Oak Hill, 11; 301-Clay, 38; 303-Shady Grove, 34; 304-Atlee, 64; 305-Cool Spring, 33; 401-Battlefield, 45; 403-Cold Harbor, 45; 404-Black Creek,51; 405-Pebble Creek, 21; 406-Beaverdam Creek, 6; 502-Rural Point, 36; 503-Newman, 25; 504-Studley, 28; 505-Totopotomoy, 21; 506-Georgetown, 29; 507-Laurel Meadow, 33; 601-Village, 54; 602-Lee Davis, 39; 603-Mechanicsville, 18; 604-Hanover Grove, 27; 701-Farrington, 35; 702-Montpelier, 28; 703-Rockville, 34; 704-Elmont, 33; 705-South Anna, 19; At-Large, 209
  3. Electing up to thirteen hundred fifty (1350) Delegates and an equal number of Alternates to the Republican Party of Virginia 1st Congressional District Convention to be held on Saturday, April 7, 2018 at James Monroe High School, 2300 Washington Ave., Fredericksburg, VA 22401 at 1:00 P.M. local time for the following purposes:
a) Elect a Chairman of the 1st Congressional District Republican Committee
b) And for the transaction of such other business as may properly come before the convention
 
For the District Convention, each unit is entitled to one (1) Delegate Vote per 250 Republican votes cast or major portion thereof for the Republican candidate in the most recent elections for President and Governor, so that the Hanover County Republican Party is entitled to two hundred sixty-nine point six three six (269.636) Delegate Votes;
 
Qualifications for Participation
 
All legal and qualified voters of Hanover County, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years. A single exception to the above shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. A voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a Party other than the Republican Party, shall not have the benefit of the exception as identified in this paragraph thereafter.
 
Otherwise Qualified Military Members who declare via electronic mail to the Chairman of the Convention or his designee, as specified in the Call for the Convention, that because of the obligations of their official military orders, they are unable to attend their respective Unit mass meeting, canvass or convention called for the purpose of selecting delegates to a Convention, and that in lieu of selecting delegates to represent them from their respective Unit they instead wish to be represented by the Military Delegation, shall be entitle to representation via the Military Delegation.
 
In order to be eligible for election as a Delegate or Alternate Delegate to any convention, an individual must be registered to vote no later than the pre-filing deadline established by the Official Committee or, if pre-filing is not a requirement, no later than the date of election as a Delegate. A person who has made application for registration and meets all other requirements herein, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.
 
Filing Requirements
 
Candidates for election to the position of Unit Chairman of the Hanover County Committee shall meet the requirements of Article I, Section B of the RPV Party Plan, and shall file a written statement indicating their intention to seek election as chair and a declaration that they are in accord with the principles of the Republican Party, by mail or in person, with a registration non-refundable fee of $200.00 payable to the Hanover County Republican Committee to HCRC Treasurer, Ed Gooding, 3420 Pump Road #296, Henrico, VA 23233-1111 which must be received no later than February 19, 2018 at 5:00 PM. Postmarks do not govern. If there is no more than one properly filed candidate meeting the foregoing requirements, then said candidate may be declared the chairman.
 
Candidates for election to the positions of members of the Hanover County Committee and/or Delegates (and Alternates) to the April 7th District Convention shall meet the requirements of Article I, Section B of the RPV Party Plan, and shall file a written declaration that they are in accord with the principles of the Republican Party, along with their intent to seek election for each specific position which will include name, address, phone number and e-mail address. All statements must be received no later than 5 PM on March 1, 2018 to HCRC Committee Treasurer, Ed Gooding, 3420 Pump Road #296, Henrico, VA 23233-1111. Postmarks do not govern. If the number of member and delegate candidates filed do not exceed the maximum numbers allowed for their respective positions, all properly filed candidates meeting the foregoing requirements for member and delegate may be declared as elected.
 
Otherwise Qualified Military Members who wish to be represented by the Military Designation shall send an e-mail declaration which shall include attached a signed statement of intent to support All Republican Nominees in the General Election, an affirmation of their official military order precluding their attendance, and their email address for correspondence. The declaration shall be emailed to the Chairman, Russell A. Wright II at russ.wright2@gmail.com not later than 5pm on March 1, 2018. Subsequent to the receipt of the Declaration, Qualifying Military Members will be sent a Ballot Preference Form to be returned by email, as directed, prior to the Convention.
 
Pre-filing forms are available on the Republican Party of Virginia website, www.rpv.org and the Committee website www.hanovergop.com/prefile. Forms are also available by calling Steve Tetrault at 804-467-5589.
 
Fees
 
There is a voluntary registration fee of $5 to participate in the 1st District Convention. There is no fee to participate in the HCRC Mass Meeting.
 
Cancellation / Alternate Date or Location
 
If after consideration of all filings it is found that no election business exists for the Mass Meeting, the Mass Meeting may be cancelled after the filing deadlines under the authority of the Chairman of the Hanover Republican Committee by notice methods commensurate with the original publication of the call. The Chairman of the Hanover Republican Committee may move the mass meeting to an alternate location, date and time upon significant hazard or unavailability of the primary location, date and time.
